Is the pin in the booster coming out far enough when you mash the brake pedal to contact the back of the master cylinder so that it puts pressure on the brakes? You could put a small piece of puddy or gum there to see if it is. I had a similar problem with my 67 camaro a while back. The person that owned it before me had converted it to disc brakes and evidently they got the booster for a 70s application, and kept the 67 camaro master cylinder. I thought I had a bad master cylinder since it didn't start applying pressure to the brakes until it was 1/2 inch from the floor pan. So I tried a new 67-68 cylinder and 69 master cylinder with no luck. Then I got one for a 78 Z28 with power disc brakes and it solved my problem.

Bench bleed the master first.

i thought abotu bench bleeding it but since it was already used and already had fluid in it i didnt think i needed to but should i do it anyway...also this m/c i got it from a buddy of mine who had it on his street rod...he had a small metal rod in the m/c b/c he said his booster didnt contact the m/c so he had to put this 2 " rod in there to make it contact...he had a really small booster than mounted on his frame...so i tried it without the rod and i couldnt get any fluid..so i took the m/c off slipped in that rod like he had it and the pedal bottomed out before i even put it half way so it is way to long...should i try cutting it and making it smaller or not use it at all..

If your pedal is keeping pressure on the master cylinder piston then it will never take that gulp of fluid. You can pump until your leg falls off and it will not work. I would say find out if the master is coming all the way back to its resting position. Next, is the push rod long enough to push the master cylinder piston. And last, disconnect the lines and bench bleed the master.

If the master is coming completely back to "rest" you will see a "shot" of fluid out the 2 ports in the bottom of the master when you push the pedal.

how can i really tell if ithe rod is activating the m/c to the fullest?

Right now I think it is more important to make sure the master is making it back to full rest. From there be sure you don't have too much slack or free-play. That should get the system bled.
