I have a 10D early build 1969 SS w/ 350/300 engine w/ 4 bbl rochester.It has the dual fuel lines but the return is plugged near the fuel pump and it has the single fuel line going right to the Carb.To be correct should it have the cannister type fuel filter as shown in the picture below ?

Yes, the smaller line that you see in the pic goes back down and hooks up to the return fuel line.
