My RS clone has a 396 in it. I noticed it ran a little hot last night (electric Fan is a manual switch) I saw that I has some anifreeze on my battery. I relized that there is no overflow tank. Did 67 have a radiator overflow?

Yes, it is a hose from the filler neck nipple to the ground. No reservior tank.

However, doesn't mean you can't add one. You should add one if one is not there.

if you install a recovery tank ... replace the presure cap with one that is designed to work as a two way cap to pull fulid back to the rad

How do you tell that it is a 2 way cap and what lbs pressure should it be?

How do you tell that it is a 2 way cap and what lbs pressure should it be?All radiator caps are two way. Without an overflow tank the cap sucks in a small amount of air when the engine cools off.

It is normal for a car without a tank to have the coolant level a couple of inches below the cap. If you fill it to the rim it will just spill it on the ground when hot and suck in a little air when cold.
