I ment to POR the underside of my 69 before it got real cold up here but now its real cold. Is is ok to put a coat of POR on when the tepms have been on average 35-40 and my garage had been between 45-55.

No! I would avoid putting on any paint when outside temps are below 45 degrees F. You risk having the paint not cure properly (very slowly) at such low temps. You might be further ahead to try and keep the area free of moisture and wait until the outside temperatures are well into the 50's and close to 60 F to paint.

I'm sorry I can't offer anything specifically about POR 15, but I never apply any paint, primer, etc. unless the temperature is above 60 degrees.
