You could first try taking a can of wd40 and spraying in the keyhole with that thin red tube then shoot the mechanism from any other angles you can get. If you free it up your set and if not you have just rust proofed part of your door.

That's an easy fix. Get yourself a new uncoded cylinder for about 25.00$. Take the cylinder and key to a locksmith and have him code the cylinder.

Thats if the WD trick didnt work.

if neither the outside lock or the inside lock work, the lil spring in the door latch that holds the mechanism either locked or unlocked is probably broken, or it may have fallen off and is laying in the bottom of the door.

This is pretty common, happened to me once, happened to others here lots of times.

It needs to be taken care of before it fails to unlock completely.

Don't spray WD40 on it, that tend to gum up after a while. Use a fine graphite lubricant to loosen up the lock if you have to.

now it works but i have to turn the key back and forth until the mechanism pops straight up, personally i feel its the latch assembly and it must be replaced...

It's that one lil spring in the latch assembly. Replacing the entire patch will fix it.
