Put a piece of paper on the vin # and trace over it with a pencil. You will also need a bill of sale if the car was not originally in your name. This will be good enough for DMV in NY. You will have to verifiy that the car is not in your states DMV records as being registered and not a STOLEN car, etc.. magisnyc Jul 30th, 06, 08:03 AM If the car was originally titled in NY then what Tony said is pretty accurate. You have to do a little more, vehicle history search ($10) then mail a restricted delivery letter to the last registered owner that comes up on the search. The point is to get the letter back unopened and you take that to the DMV with the pencil trace and bill of sale. I've done it on 3 cars already - pain in the a$$ but it was worth it. Not sure how it works when the title is from out of state. May need to do the title search in PA and follow the procedure from there. Best bet is to call the Title bureau in the Albany DMV and ask what their official process is. The people in Albany are a lot more knowledgeble (and nicer) than the ones you find in the local DMV.
