I bought a front end bolt kit (not really happy with it) for my 67 and it only came with 4 big washers for use where the inner fender attaches to the supports towards the rear. But there are three bolts on each side...

Are all supposed to get the big cup washers? If not....which two?

The two cup washers are used to connect the fender to the fender well at the one o'clock and eleven o'clock positions. The three frame support to inner fender bolts have integrated washers on the bolts and don't use cup washers.

That makes sense. Thanks.

yeah, D&R calls for 3 per side, but the kit comes with 2 per side. Threw me off, too. Turms out the frame bracket bolts come with an integrated washer--didn't come with my kit. I used hardware store fender washers temporarily, and just bought the correct bolts from ricks $6.95/ 6 pieces.
