Did 1967 big block pace cars have the rear valance painted black? I've pictures with some painted & some not painted. Which one is correct?

Hate to say this but it depends. It is thought but not conclusively that the April / May built big block cars do not have the black back panel. Most of the Canadian cars built later (all 11 of them!)in June seem to have it.
