I have a 68 camaro and it has A/C. I've seen other 68's that don't have A/C but they still have the round air ducts on the sides just not the center one.

I just noticed that 67's are not this way. That is, only 67's with factory A/C have the ducts. Is this correct? Are all 67's with the side round ducts factory A/C cars?

67's had wing windows for added ventilation, with the 68's - 'Astro ventilation' was introduced and I believe one of the hallmarks of Astro ventilation is the 'ball vents' on the dash. I think these are the ducts you are referring to. Makes sense that the 67's would only need them for AC.

From the factory in 67, yes. Over the years, people do add stuff like this though.
