Did BB cars come from the factory w/AIR exhaust manifolds and brass plugs in the holes or cars that did not have AIR?

My car has a set with the holes plugged and no AIR of the car. Are these correct? 68 395/325 3909879 and 3116178.

Your car had AIR when new.As all 68 BB.It was common for us to do that.Jeff
