I am looking for a shiny type of flat black which I see once in a while on hotrods? any ideas is this what black laquer looks like?

I think there might be some mis-conceptions about flat and shiney. They are the opposite of each other. Flat black has no reflection so it doesn't shine.

a paint jobber can mix your black laquer to any level of gloss you would like from flat black to semi flat black, semi gloss black, gloss black or anything in between. Just explain to him the look you are trying to create and he'll mix it for you.

Yeah the only thing is that me and my dad are the painters and we don't really know what we are doing.

It's really kind of a crap shoot. It's true that any paint jobber can mix paint with any amount of flattening agent you want to include, but they can't guarantee what the gloss will be or if it will match what you already have.
Get yourself some test panels, buy the paint and flattening agent, reduce it as directed and spray some tests. If it needs to be flatter, add flattening agent. This is only a guess but you could start with 80% paint, 20% flattening agent and go from there. Don't forget to reduce it more as you add flattening agent. Make sure the paint dries completely before you reject any mixes. Do not rub out the paint.
