I was able to pick up the only can off a local shelf here, and I had to shake it for 10 min and bang it on the couter to get it to rattle, so I know what you mean.
I think Eastwood (http://www.eastwoodcompany.com) carries a weld-thru primer.
Mine is a 3M brand, so you may try their website and find a nearby distributor.

I got my welder from HTP and they offer a "Prime-a-weld zinc (http://htpweld.com/product_page/accessories/a6.html#HTP%20Prime-A-Weld%20Zinc%20#12022)" coating, but I've never tried it. I also might mention that I've recieved nothing but quality from HTP. Steve and those guys are good to deal with.

3M sells a weld through primer I used on my 69. Seemed to work well, got it at a local auto paint store.

Napa sells it. 3M weld thru primer. Very expensive...20 some bucks a can but it works well.

I bought the brushable SEM brand; the part number was 39786. The cost was $10.00 for 8 oz at a local paint store. I have used this paint on edges to be welded, and I painted it on the backside of the new trunk drop offs and rear tailpan inner valance panel where they will be covered by the outer sheetmetal. Zinc dust is one of the main ingredients of this paint, so I guess it would be good to use anywhere you needed a rust inhibitor.
