WD-40 and a razor blade.

wouldnt using a razor blade have a chance of scraping the paint off the car, more then the chance of the blowdryer?

3M makes a stripe removing wheel. It mounts to a drill and will remove stripes without damaging paint. I'm not sure of the P/N off hand but any autobody supply store should stock it (you will need the arbor, they sell it with and without).
