This is a problem I,ve had from 3 mos ago. I hook my battery up and the horn blows.Changed everything .Took the steering wheel apart . Check the rag joint, replaced the relay. so I left the horns unplugged. Last nite I put the neutral safty back in. worked great.Tonite i hooked the battery up and the relay ticking away. so I thought I disturbed something under the dash. I find this black wire hanging from day one.Just tucked it away. But If you say its the horn, then it is not grounded right. It has to be connected so the horns won,t go off. This is a long shot.......Could it bve that this wire has to go somewhere......................Any info would be great. Errol

Errol, the horn is an active low circuit. When the wire is grounded, the horn blows, when it is not grounded, the horn does not blow.

Also, I am not certain that the horn wire is the only black wire in the column, but I am certain the horn wire is black.

any body else know what the black wire is for that is at the end on the steering column harness plug. There is 12 wires on the plug. This wire is black and has a connector to fit in this plug. The book gives a not good enough answer. Thanks

The very last black wire and the one next to it (pink/black) are for the key warning buzzer wires. The next black wire is for the horn ground.
