The turbo 400 uses an electric "kickdown switch" actuated by the throttle linkage. I'm not sure if this effects the shift points at all, the cable linkage on a T350 does effect the shift points not that that has much to do with it.

Get a switch and hook it up if you don't have one.

B&M makes a kit to adjust the "governer" in the trans to change the shift points, summit or jegs or others of that type will have them.

Don't forget the vacuum modulator. They make adjustable ones for fine tuning shift points. The kickdown and the governor handle most of the wide open shift points. The modulator and the governor handle the part throttle shifts.

Yeah, what 12run said. To see if your modulator is adjustable, pull off the vacuum line and look inside the port. If it's adjustable it'll have a tiny hole in the center and a groove that can be turned with a jewelers screwdriver. I forget which direction is which. Turn it 2 turns one way and take it for a spin to see where you are. Then adjust from there. Most rannies have the adjustable modulateor by now. If you get a replacement modulator, it's going to be adjustable.

whats it is doing is as a pull out of a driveway and give it very little gas it shifts right through the gears very quickly!! on a turbo 400 where is the governor I know on a 350 i took out a spring and it it would shift alot higher does the 400 have this

Your problem sounds like it can be fixed with a modulator adjustment. Pull the vacuum line off of it and try turning the screw 1 turn clockwise.
Taking a spring off of the governor weights should make it shift at a lower rpm. A heavier spring or a lighter weight should make it shift at a higher rpm.
If your kickdown is hooked up and it shifts ok at wide open throttle I wouldn't mess with the governor.
Try the modulator first.
