: Arizona smog exemption passes - finally
jackr Dec 22nd, 06, 06:27 AM The exemption for collector cars has finally passed. 15 year rolling age with collector car (limited use) insurance and we are smog exempt.
Now I won't have to pay the late registration fees anymore. My 67 registration is due in July when it's +/-115 degrees.

deejaygee Dec 22nd, 06, 07:43 AM Woo hoo. That's great news. I recently moved down from WA state and have three first gens that I needed to smog. Not no more. 110 leaded, here I come.

Paul, I might be wrong on this...... I think "Limited use" is a term for the insurance and does not imply a restriction by the state on driving the car. I have "Limited use" insurance on my car because I put less than 7000 miles on it per year. That way I don't have to pay the full cost of what other driver's are charged for the average mileage which is 12,000 miles annually.
pdq67 Dec 22nd, 06, 09:27 PM Our state has a limited use restriction in the St. Louis I/M rule if I recall right but it apply's to Historical Vehicles.

I'm in charge of this rule action.. But our I/M Section is actually doing the work.
I hope I'm well enough, lower back-wise after my operation so that I can present it along with my Buddy and his staff before our MACC b/c it's been a while coming..

Pacecarjeff Dec 22nd, 06, 10:09 PM In Florida they gave up on emissions testing years ago.
EVERYONE is exempt.
Apparently they were not catching enough violators to make it worthwhile.
The whole program was abandoned almost 10 years ago.
No safety inspection either - it is a free-for-all. ;)
I do chuckle a bit when i see one of those smoking oil burners going down the road.
I know full well he is running cleaner then the lead that is coming out of the pipes of my old cars.
But mine are limited use. :)

Ya I suppose it is. I don't really drive the ragtop all that much though but if I wanted to I've never really had trouble getting my camaros through smog. My 67 RS coupe will go through smog as I'll drive that a bunch.
burntbunz Dec 23rd, 06, 10:51 AM Must have been a county thing or maybe a population thing cause I never had any issues with smog and the MVD with my 69' here in Lake Havasu, Az.
Glad the rest of the state is following suit.
Z11/396 Dec 23rd, 06, 07:45 PM OH YEEEAAAAA! about time.no more 115 deg testing dayz!!!!!!!! YEEAAA .. heck my 69 z/28 with the dz 302 couldnt pass emmissions new!
pdq67 Dec 23rd, 06, 07:51 PM It's the Maracopa County ozone nonattainment area I/M program..
pdq67
jackr Dec 23rd, 06, 08:06 PM Maricopa and Pima county may be the only counties where the smog was required. Of course those are the two counties where most everyone lives. I can usually get my cars to pass but the whole thing is absurd. Tune them for smog test then tune it differently to drive the other 364 days of the year.
paulm Feb 22nd, 07, 02:06 PM Damn.....This has been signed by the Gov, but still needs to go through the EPA. It may be done by May, but my tags expire 3/15......One last trip to get smog checked I guess.....:pout:
pdq67 Feb 22nd, 07, 02:20 PM I know all about the EPA SIP submittal after a rule is created, amended or pulled!! I have to make up the paperwork on the one's I do that are adopted by our Missouri Air Conservation Commission.
I have 7 of them on the MACC March 29th Agenda..

Isn't this finished? I thought this was to be a go by Sept. 04, 2007. I was at HQ last month and was told the nonattainment would have the OBD II venders bids submitted and ready for approval.
pdq67 Feb 22nd, 07, 07:08 PM The new St. Louis de-centralized I/M program is planned to be in place and ready to go by this coming Sept.

Yea........our division will be taking it over again and this time the analizers will be OBDII scanners. Last I heard they had not gotten all the bids in for the venders yet.
Have you seen the proposed legislature to eliminate safety inspections? HB 17 wants to eliminate inspections state wide except in the non attainment area.
pdq67 Feb 23rd, 07, 04:27 PM I'm letting our I/M section handle the RFP so have stayed pretty much out of that part. My friend Haskins is handling it b/c he's the I/M Unit Chief.
I just saw HB-17 sometime early last week and passed it onto another friend that track's HB's and SB's for the Air Program. Ron hadn't seen it.. and was glad I brought it to his attenton....

jackr Mar 25th, 07, 06:00 PM Hi Dave, I thought the exemption became valid 4/1. You can test it out first. Aren't you missing a car or two in your signature?
gr868 Mar 25th, 07, 08:46 PM My car is due by 4/30! Does anyone know how to file for the exemption? It's not my primary driver, I have collector car insurance and all, but I can't find out any information on what to do? Do I go to the emission testing center or DMV?

Z11/396 Mar 27th, 07, 11:22 AM yes jack.sold the 67 vette.. "taxes"!!!!
paulm Mar 27th, 07, 04:35 PM I called them at the downtown office and they said that the EPA hadn't passed it yet, so I had to take the ragtop through emission as my registration expired 3/15. They told me that I could have just not renewed my car and waited for the thing to pass, but it's not hard for me to get my cars through emissions.
Anywho.....give them a call (602) 207-7001 and see if they can give you the details. http://www.azdeq.gov/environ/air/vei/exempt.html doesn't have anything on it, but I'm sure that they can fill you in if you call them.
Z11/396 Mar 28th, 07, 12:45 PM thanx paul....dave
jackr Apr 2nd, 07, 07:37 PM To make your car exempt:
If you are in the smog counties you will need to fax a copy of a current collector car insurance card to the AZ DMV. Evidently the insurance section of the DMV will lock in your insurance and create your exemption. I also understand that if you change companies you will need to do this again.
The AZ DMV Insurance section fax number is 602 712-3288
paulm Apr 2nd, 07, 09:20 PM Sweet!!! So I wonder if I can fax mine in now or if I'll have to wait until my registration expires?
Z11/396 Apr 2nd, 07, 09:25 PM yeeee! haaaa! the 69 zzzzzz is going to be back on the road with out that emmission harasment...
Z11/396 Apr 3rd, 07, 02:58 PM well jackr, paulm, ALL MY CARS ARE ROAD LEGAL...hehehe.. and not 1 minuite in that hot, long, boring, emissions line!...im loven it!
jackr Apr 3rd, 07, 03:42 PM My 67 is due in July....which is why it's off the road every year from July to September. The late penalty was worth not going to the smog station when its 110 degrees.
gr868 Apr 4th, 07, 11:24 PM Great new AZ :-)

"Emission Test Exemptions Expanded to Collectible Vehicles and Motorcycles
PHOENIX (April 2, 2007) -- The Arizona Department of Environmental Quality (ADEQ) and the Arizona Department of Transportation, Motor Vehicle Division (ADOT/MVD) today announced that collectible vehicles registered in Phoenix and Tucson testing areas will be exempt from emission tests. Motorcycles registered in the Tucson testing area will also be exempt.
The exemption begins with April 2007 vehicle registration renewals under a plan recently approved the U.S. Environmental Protection Agency (EPA). EPA studies show that exempting such vehicles from the emission testing program would not interfere with meeting and maintaining health-based standards for ozone and carbon monoxide, and would present no significant degradation of air quality.
"We are pleased that EPA has approved our request to exempt collectible vehicle owners and motorcycle riders from the emissions inspection requirement," said ADEQ Director Steve Owens. "These vehicles are not harming our air quality, so their exemption is well-deserved."
"MVD welcomes this opportunity to work with the EPA, ADEQ and the insurance industry so that collectible vehicle registrations can renew quickly and easily online at www.ServiceArizona.com ," said MVD Director Stacey K. Stanton.
The new regulation requires that owners of collectible vehicles carry special collectible vehicle insurance. Arizona insurance companies must report the special coverage to MVD electronically before the registration renewal - with emissions exemption - can occur."
I'm calling tomorrow to find out what i need to do.

gr868 Apr 7th, 07, 09:17 PM I went to the MVD Friday afternoon and took care or my registration. All I had to do was show them my Insurance policy. All they did was look for the word "Classic", punch a few things in the computer and re-printed the registration with "No Emissions Required" on it.
Isn't life wonderful.
