I purchase a 67 camaro with a/c, without the a/c compressor attached. My heater is currently not working, but fuse is showing voltage going to and from the fuse. Is the heater not working because the a/c compressor is not attached. Does the compressor need to be attached in order for the heater fan motor to work?.

No, the compressor not being there should have no effect on the blower circuit. The blower needs to be on for the compressor to work but not the other way around.
If the fuse is good, the other possibilities are the blower switch, resistor, blower motor, or the wiring in between.

on an a/c car, there is a relay for the high speed blower. The relay in on the top of the suitcase. High speed does not run thru the resister
