My 69 Camaro doesn't currently have a headliner and the roof has quite alot of surface rust. What would be the best way to get rid of the rust?

I like to use whire wheels, the ones you can mount to a drill, to remove as much loose rust as possible then spray it with some Eastwoods rust encapsulator to stop it from rusting further.
