Checked all 3 relays, all good. Both fan motors good. At the relay block, with the key in the on position there is power coming out of the 5 connector on fan relay 1 and 3. On fan relay 2 the 12 volts comes out of the 2 connector. The fans appear to only come on for a short time when I turn on the A/C. The temperature is getting to about 245 at a stop in traffic. Once I get rolling the temp will fall to about 210. I am running prestone antifreeze and the water pump is about 2 months old. All fuses are good. Any directions would be appreciated.

I had a 98 ls1 and the fans were set to some unbelievable temp. I cant remember exactly what it was but i was told if you turn on the a/c and the fans come on they are working. Slp offers a kit to turn them on manualy but i believe this is just the way they are.... Someone please correct me if i am wrong. I seldom if ever heard them run.
