That "was" the bracket for the muffler hanger. It looks like somebody torched off the major portion of the bracket. That's why you see the heat marks on the bottom from a torch. Here's a picture of mine.

I would believe that the bracket was on all cars becuase the "body" didn't know what type of car it was going to become when the body was built.
Based on the AIM, it appears that this bracket was only used when a single exhaust car went down the line. (AIM UPC 8 A7 page 120) On dual exhaust cars the bracket was still there but unused, and the LH frame welded bracket was used to support that side of the system. (AIM UPC 8, A8 page 121)
The AIM drawings do not look like the chambered exhaust system used this bracket (AIM UPC 8 A9 page 122)
Mark C Jan 24th, 07, 10:27 AM Chambered exhaust would not use that bracket. It would use two brackets on the rear subframes and two threaded holes in the underbody of the car directly above the axle.

That was fun! Took all of 10 minutes to post it to my web site. I was wrong about that bracket. It has never been used on my car. It's for single exhaust, like Rob said. This is 'original'. Never touched.
Edit; You know, it really HASN'T ever been touched by human hands. At least since it was put there. Hmmm, have to add it to my 'short list'. The spring shackles now have company.
