Hi there dreamingchev. I am thinking that not all engines had the group 4 code. I am thinking that only the hi-po engines had codes. Maybe means it was a 6 cylinder or 2 bbl. 327. The third digit of the VIN (not cowl tag) should have a "3" for 6 cyl or "4" for V8.
View this for some good info. http://www.camaros.org/numbers.shtml#CowlTag

If you go to www.camaros.org and click on the "decode" button, then either click or scroll down to "what do the Fisher Body body codes at the bottom of the 67 tag mean, you'll get the full scoop.
Gary is correct, although a 327/275 auto car also didn't have an entry in the 4 field. 4P usage didn't start until part way through production at Norwood, and 4P on a NOR car can also signify a 327/275 4-speed car as well as a 350 car.
So, it's not unusual to have no code in the 4 field.
