Default CA assigned replacement VIN blue sticker

I have seen quite a few assigned VINs before, but never one with what appears to be the correct original VIN.
The sticker says "replacement", so maybe the DMV differentiates between assigned and replaced?

Maybe the car was stolen, retagged, recovered and returned to its rightful owner. Now you have a car with the wrong VIN. The VIN is also embossed on the firewall. Possibly the State of California reassigned the Camaro with its original VIN on a new replacement tag.

Ok, so after I looked closer at some California blue sticker cars, There are two types of stickers. I guess I never noticed the difference.
"Assigned Identification Number" for kit vehicles that never had a VIN like a kit car, and "Replacement Identification Number" for vehicles that had a VIN tag removed or damaged.

In PA., if you know and could provide proof of the original/rightful VIN, your replacement VIN plate will be produced with the rightful VIN. If not, you get a Pa. state replacement number, not as long as the original one.
