Default Turbo 350

I have a question i have a 84camaro with a 350 turbo tranny thats stuck in first even after manual shifting from under the car what would cause the tranny to lock up like that?

Bad govenor, or a stuck shift valve most likely. Good news is, the govenor is easy to get to with the tranny in the car. The valve body isn't too bad either, except you have to drain the fluid and remove the pan to get to it.

A vacuum modulator with no vacuum causes a late or never upshift. Hose off or line crimped shut? bad modulator?

I had to slam it in park from reverse, lost brake pressure and that was the only way to get it to stop rolling
