I see some places that sell a 67 RS header panel and a regular panel. Is there a diffence between this and a regular header panel? Is the difference for the hood release?

Header panels for 67 & 68 are the same because they share the same tab locations for attaching the upper grille molding (RS and standard the same tabs). The hood release hole for a standard 67 is in the upper grille molding, so the header panel doesn't affect the latch. The header panel for 69 had different tab locations for attaching the grille.
