Am I wrong or isn't the last 5 digits after NOR supposed to match the Vin#? Waiting for pics.

Wrong. That number will never match the vin.

Vin and tag line up fine. You need to do some more checking to see if the car is an SS or not.

1 = Chevrolet
2 = Camaro
4 = 8-cylinder engine
37 = coupe body
7 = 1967 model year
N = Norwood, OH assembly plant
197689 = vehicle serial number sequence

Decode for body number: 097936
03D = Built the Fourth week of March.
67-12637 = Custom Interior Coupe.
NOR = Built in Norwood Ohio.
765 = Custom Black Bucket Seats.
Z = (A50) Strato Bucket Seats (without headrests).
C-C = Car Color is Ermine White
E = Interior paint is Black
Options:
1W = (A02) Tinted W/S only
2L = (M20) 4-speed floor shifter
2G = (D55) Console front compartment
3D = (U29) Courtesy Lamp
3L = (Z22) Rally Sport Package
4P = (L48) SS 350 or (L30) 327-275H
5B = (V32) Rear Large Bumper Guards
5Y = (A39) Belts All Deluxe

What side of the steering column does the speedometer cable come through the firewall (driver or passenger)?

What side of the steering column does the speedometer cable come through the firewall (driver or passenger)?
I don't know, but the engine is matching #'s and had the correct MS stamping. I will call and check on the speedo cable.

Do you have the full engine code? Did you get the trans and axle codes?
