I heard from a friend once that one year during the first gen the camaros had 396s in them and the next the had 454s but they used the badging from the 396s (i.e.- SS396 badging on a 454 car). Is this true?

I don't know about a 396 being badged as a 454, but in 1970 the actual displacement of a 396ci was 402ci and they kept the 396 badging.

Chevrolet never put 454s in Camaros.
