I want to replace the passenger side inner fender skirt on my 69 Camaro SS/RS. Can I unbolt it and take it out without removing the fender?

Unfortunately not. You will have to remove the hood, fender, battery, and some of the grill trim to access the necessary fasteners. If you are going to use the splash guards put them on before you reinstall the new skirt. Putting them on in the car is a pain.
