Default Tell me what old 40's car is this?

Going thru my dad's estate we keep finding old photos and this one is awesome for us. Its my uncle Julius who died in the Death March of Bataan in WWII. This pic is near Tolvana Park Oregon where he visited his Aunt before shipping off with the 194th Tank Battalion, never to be seen again.
So, what car is that next to him?

Yea, if I remember right the headlights were moulded into the fenders for 41 and not a sepperate bolt on component.
