How does this date code decode?

April 23rd - some year ending in '9'
Could be 1969, 1979 ...
Use of the casting number year(s) use/availablity range may help you narrow it.

Must be 69. What does the sundial thing tell you?
The casting number is 3791021.

Actually it tells you what hour of the shift it was cast in.
Yours would seem to indicate the second (or closer to the third?) hour of the shift.
I'm not familiar with all the component casting clocks used for stuff like flywheels - there may have been only one shift per day, or they may have used a different screw type to indicate shift... Yours looks like a flat-head screw, which often meant 1st shift, but again, not sure on these units.
