theres a bracket thats attached to the left exhaust manifold and has a cable running to the frame.what is the name of that part and who sels them

It sounds like you're talking about the engine lift stop kit which was a recall item installed in the early '70's on first gen Camaros to stop the engine from lifting up in case the engine mount(s) broke, which could cause the carb linkage to stick at full throttle. The kit was installed on both sides of the engine. I don't know of anyone who sells them now.

there are 2 different kinds as well, one for a/c cars and one for non-a/c cars.
