Default Saginaw 4 Speed Cluster Gear Help

I am trying to rebuild my 4 speed, and had to buy a new cluster gear. There is a piece at the end of the original cluster gear that is not on the new one, and it appears I cannot move it from the old one (left) to the new one (right). Can anyone help!

You don't need it. I think it was suppose to stop rattling noises in the transmission.

Even though the "chater plate" was ment to keep chater down when it is worn(rivets pull out and becomes a real noise maker)

Your much better off without one.
