Default Fuel pressure issue?

When i start car it has 12psi but over 10-15 minutes of warm up it creeps down to 7psi. I have a fuel cell that is vented out the top, fuel line goes out of cell into holley blue pump into a fram filter, 8an line all the way to front engine compartment into a 8an to 6an union, then into holley fuel pressure reg. mounted at carb with 2 hard lines coming out to carb. Do i need a return line to tank or do you think it could be a voltage issue. Thanks

Try another gauge, first,
Then, unscrew the gauge, add a length of line to remote locate the gauge away from heat.
If gauge is liquid-filled, might try a 'dry' gauge, just a regular type.
