Can someone tell me if this fender bolt screws into frame or if it it supposed to have a backing nut?

Mine is turning back and forth freely and seems like there IS a backing nut.

If so, how do you access nut?

on my 69, the bolt just behind the wheel has a U nut that clips on to the flange mounting point. By design, it should not free spin.

The only was I got to one was to take and drill a small hole in fender to get at it...a pain, but saw no other way. There might be other ways...some may chime in, eh?

thanks! it spins free 180 degrees and is loose so maybe I can try breaking the nut after spraying it w/ PB.

It's a common problem. Most of the time you need to used a sawzall and cut the bolt head off.

Or use a cutoff wheel to cut/grind head off. After that you'll be able to see what happened.

The holes in the fender are slotted. If the bolt partially turns, it may be loose enough you can yank the bottom of the fender free and then have access to the nut.....or instead of "yanking", might fit a screwdriver or bar in behind the fender to pry it out.

Great, thanks for all the advice. And of course, the other bolt on that fender is headless, with the stud in the frame. I tried drilling it out with a left handed bit and could only get about 1/4'' into it before my cordless battery died, it seems futile with a cordless drill. I'm going to try and get at it with a corded drill for more drill speed. I was going to try and heat up the stud but I wanted to remove the fender first.
