can we confirm this by the VIN?

No, can't tell anything from the VIN. You need some kind of documentation (paper work) to tell anything about options etc).

No, the VIN doesn't help verify an SS or big block. The cowl tag should have something like Z27 or L78 or L34 on it somewhere. Get all the information from the cowl tag and post it so we can help.
