I just changed the rear brakes from drums to discs. I bleed the brakes(as far as I could tell). When the car is off, the brake pedal is very hard to depress, when the car is turned on, I have no brake pedal. Any thoughts? I checked for leaks and did not see any, the only thing that I can think of is brakes still aren't bled. I also noticed when the car is in drive and the rear wheel are turning, when the brake is depressed, the rear wheels still turn, since I have a soft brake pedal, I assume there is not sufficient pressure to stop the brakes?

When you bled the brakes, did you get fluid? did you do the rears first, then the front? A completely drained system can take a LOT of bleeding.
Another possibility is a mismatch between the rods going from the pedal to the booster to the master. Some masters have deep holes, some have shallow, and the booster has to match. Also, there are 2 holes on the pedal arm, the rod has to be in one for power, the other for manual.

got her done last night, took a while, but finally got lots of fluid to bleed from the system, took the car out for the test drive last night and she was stopping just fine. All seems good to go.
