depends , sometimes cops are cool, others they are not, but line of sight will be obstructed because the hood sticks up so far...

I doubt 4" will get you nailed anywhere(pun intended!)
Seriously, I would check local/state regulations and codes. This type of thing is bound to be addressed (try obstruction of view-or something similar)-as to the clarity of the language, it may be something left to interpretation by the officer. Good luck!
