Did the early 69 Z/28 have a X code, I have a frind looking at a 69 RS Z/28 supposed to have Doc. but the car does not a X code build date he said was 11 11 8

Yes, no "X" codes that early. I believe the large cowl trim tag with the "X" codes began in the very end of 11/68.

Let's not forget that if the car is an LA build, it never had a code.

Without the original engine (an assumption on my part, or there would be no debate about whether it's a real Z) look for other clues of origin. Dual exhaust, single fuel line, 4 seed, disc brakes, etc. All indicators, but no abslolutes, as almost anything can be faked. (including original motor, for that matter)
