What do they do? I have a funny oscillation at about 30-40 miles per hour. Could this be the cause!!

Yes, read the posts David linked. Very thorough discussion on cocktail shakers. (You DO have a convertible, don't you?)

As to your "oscillation", maybe and maybe not. There are so many parts that need to work in perfect harmony in a converible. But I will tell you that these cars are designed with...and definitely NEED...these little boat anchors in every corner of the car. Trust me on this one!
