Probably no fluid in the pump and lines. you need to add fluid and bleed the lines.

Here is a post on the subject:

Hey Kevin,,

Thx for the quick reply.. I will check it tomorrow and see.. I was thinking something was disconnected by the way the motor just spins freely.. Right now the top doesn't move at all.. I will do some investigating tomorrow and post my progress..

Thanks again!!!!

One reason for height difference is a problem that I have. The previous owner when replacing the top also put in a aftermarket folding glass window. I love the look when the top is up (lol..when its under the car cover) but when down it sits way to high for my liking & the boot is not an option. Infact, I have plans to remove it & have a plastic one sewn in.

Well,, I have added the fluid and got some movement but not much at all.. It sounds like the motor is leaking fluid when under a strain. (going up) I'm assuming maybe the seals are bad in the pump and it is not able to build enough pressure too raise it up.. Is there anything else I should try before replacing the pump??

Thanks, Joe.

I would also take a good look at the hoses for leaks. I experienced the same problem with my car after a power window was repaired only to find that they had kimked a hose. Eventually the kink developed into a crack and I lost all the fluid.

You can buy a seal kit for the pump at the parts houses for around $15. There is not much to the pump side if your motor is good.
