Pat - Use the search feature, there was a good post on this in the last month or so! Your ahead of the game with the fender not on the car.

I bought a new GM fender for the 67 and there was no hole either. I just used measurements from what was left of my old one.

On the old fender, tape a piece of paper on the edge of a body line or the edge of the fender where it meets the hood, Then press your finger in the hole through the paper to mark it. Cut the hole in the paper where you have marked it and transfer the mark to the new fender. Cut or drill it on the small side if you have a choice and then file out to perfection.
