Default Z11 Camaro, How much should I offer........

Hey Guys,
There is a (what appears to be) Z11 Camaro sitting in a car port on the other side of town. I was planning on going over there and making an offer on it. From the pictures, the car probably looks perfect but it's not. I would say it's approaching (#3 quality); basically, it looks like a driver w/ some chips in the paint, etc. I didn't get all that close as noone was home and I don't want to be disrespectful. I think the tag was expired by a year or so. Anyway, what would be a decent offer for the car if it is a correct Z11? Also, looking at the pics, does anything look out of place? Once again, I don't have any better pics as (i.e. interior (it was orange houndstooth), motor, etc.) because noone was there. Any responses are appreciated

BTW, I know this car will most likely not be for sale, but you don't know unless you ask. Also, I'm aware it wouldn't be cheap but curious what a good driver would sell for these days......

About 5 Months ago I offered 9K For a Base Coupe. It was also a 10 foot car. Anyway, why not going up and knocking on the door and asking if its for sale. If not, then when it is, could they please contact you first. You never know.

30K would be a good buy if it is a small block in #3 condition, IMHO.
More if it closer to #2 condition. I have found most sellers think thier car is 1 condition better than it really is. But look out if the owner checks NADA online for a 1969 Z11, and incorrectly adds 350 engine, RS package, SS package, and AC, he will see high retail of 95K!
Whenever I see a seller quoting NADA like this, I wish him well on the sale and move on.
But it's worth a shot, be very cordial to the owner and leave your number even if it is not for sale today, it may be tommorow.

These pics are about 6 mos. old... I did leave a note w/ contact info and haven't heard anything. I did go past about a month ago and it's still sitting in the same spot. I will try to catch someone there on the weekend.
BTW, I have PLENTY OF GARAGE SPACE for that car .....

Looking at those pictures, I wouldn't call that a #3 car. I saw no signs of rust and the car looks to be complete and all stock. If you could buy it for 45K, I'd say you got a good deal.

it has tilt, wood steering wheel, bumper guards and correct (original?) looking exhaust

It may be a NICE original

either way, $30k looks low UNLESS it is all bondo and the underside is all rotted out
