On a 69 Camaro w/console guages what determined whether a car received the black face or silver face gauges??

As far as I have been able to find out...black is for Nova ...silver is for Camaro.

I bought my Camaro 2 years ago. It had gauges but weren't working. They had black faces. Found out later they came from a Nova.

The July/August issue of Camaro Enthusiast has an article on a late 69 Z/28 that had what the author felt are original black gages. With the premise being that GM used black gages on the later camaros to avoid excess inventory at model change. They asked for feedback in the article , maybe the USCC has the results.
