All epoxy paints are VOC compliant. The state of California has tougher emission laws than a state such as Texas and many others. VOCs are the solvents in the paint that evaporate and pollute the air.
A VOC compliant paint that is sold in Texas might be illegal to be sold in California. Several cities have enacted their own emission laws that are even more stringent. San Diego might be one of them.
The following is an example:
PPG makes a primer called DP90LF its VOC emission is 4.52 lbs/gal. I understand that it cannot be sold in California.
PPG makes another primer, DP90LV, it has a Low VOC emission of 1.22 lbs/gal. I read that somebody used this primer in CA. I think he was in Los Angeles.
Perhaps SPI makes a low VOC primer that can be used in San Diego, California.
