SPI Epoxy alternative

I called SPI today to order epoxy primer and because San Diego are an EPA nightmare they can't ship it here. So my question is, is there a suitable alternative to SPI's Epoxy primer?

I guess you need to look for a low volatile organic compound (VOC) epoxy primer. I think low VOC are the epoxy primers that can be sold in your state.

PPG makes DP90LV that is sold in California. Summit Racing has one but its reviews are not so good. Eastwood sells another. I never used any of these so I cannot recommend any of them.

I've used Summit's recently and overall was pleased. A little slow drying, but laid down nice. You can't beat the price.

Every major paint supplier has a VOC compliant paint. Pick one and read through their product list.

I thought SPI epoxy was VOC compliant. It is VOC 2.1. I think there is more to this than VOC compliance.

All epoxy paints are VOC compliant. The state of California has tougher emission laws than a state such as Texas and many others. VOCs are the solvents in the paint that evaporate and pollute the air.

A VOC compliant paint that is sold in Texas might be illegal to be sold in California. Several cities have enacted their own emission laws that are even more stringent. San Diego might be one of them.

The following is an example:
PPG makes a primer called DP90LF its VOC emission is 4.52 lbs/gal. I understand that it cannot be sold in California.

PPG makes another primer, DP90LV, it has a Low VOC emission of 1.22 lbs/gal. I read that somebody used this primer in CA. I think he was in Los Angeles.

Perhaps SPI makes a low VOC primer that can be used in San Diego, California.

Per this document the primer requirement in San Diego is 2.1. SPI is VOC compliant....
