Low coolant in the engine, as bubbles in reservior is normal UNTIL all air is purged from the system.
Bad thermostat, change it, unless the step above is present. It is hard for a thermostat to open if sensing air temp rather than coolant temp.
Pull spark plugs and check for the cleanest plug - cylinder with the leaky head gasket.
You could also bring each cylinder to TDC and inject 100 PSI of shop air and check radiator coolant level for bubbles.
