Cooing Issues with 1991 Volvo

When first starting up, the temp gauge slowly rises straight into the red for about 1 minute, then the thermostat will open and the gauge will go down to the mid range level. When checking the coolant feedback resevior, there are bubbles that are flowing into the tank, is this a sign of head gasket damage?

Low coolant in the engine, as bubbles in reservior is normal UNTIL all air is purged from the system.
Bad thermostat, change it, unless the step above is present. It is hard for a thermostat to open if sensing air temp rather than coolant temp.
Pull spark plugs and check for the cleanest plug - cylinder with the leaky head gasket.
You could also bring each cylinder to TDC and inject 100 PSI of shop air and check radiator coolant level for bubbles.
