Unhappy deluxe steering wheel horn cap problem

I just bought a 1968 deluxe steering wheel and installed it but I can't seem to get the SS horn cap to stay put. The rubber mounting ring does not stick in the metal cup very good. I can pull on the horn cap and it just falls out with the rubber ring attached to it. How do you install the horn cap in order to make it fit tightly.

Just learned this at a car show this weekend. I have the wood deluxe wheel kit and messed with the rubber ring for days. went to the show and a guy looked at mine and told me to throw the rubber ring away and put the cap on the little three armed thing that mounted to the steering wheel with the three screws. and it fit nicely and the horn worked. so first the mounting hub, then then the steering wheel itself with the six screws, then the little three armed mount mounted to the steering wheel with the three screws, then just push the horn center cap on to this and your done. good luck Eric
