69 RS headlight issues

My headlight covers don't seem to move properly. The vacuum system seems to be all there, but I'm not sure all the hoses are hooked up to the right stuff. Is there a tech manual available that clearly shows the routing & proper hook up of the hoses, and also describes how to troubleshoot and correct system to proper operation?

It's in the Assembly Instruction Manual starting on pg 460 (Z22 B6). I don't know if there is a more legible version out there. Also check the vacuum actuators, they are prone to rusting/leaking.

Give this a look, some using this have reported the red and green need to be switched at the vacuum relay. The article and diagram are based on the AIM and Chassis service Manual.

OK, I bought the AIM & service manual and have a good grasp of how the system is supposed to work. I replaced all the vacuum hoses and the doors still won't open and close. The vacuum tank holds vacuum, and as far as I can tell, the headlight switch and valve on the vacuum tank work properly. So, that leaves the actuators. How do I test them and how many inches of vacuum should it take to get them to work?
