68 astro vents leak even when closed

Hi i drove car today and noticed vents are leaking realy bad on both sides. When i open floor vent lever it is realy bad. So their are two levers one on kick panel and one by vent balls with both shut it still pours in. What should i do. Replaced vent balls and this did not help.any advice would be helpful. And noticed kick panel doesent want to come off easy to see whats up behind their. Thanks

First thing, bring the car to me, the balls only direct the air, the knob controls a flapper valve, you could see easily if you replaced the balls, the lower are connected with a cable, if the 'balls' can't shut off the air, there is something wrong, that is how the A/C
cars turn off, no knob, And welcome here!!

Im in oregon dont think car will be going to you.so kick panel lever doesent shut off kick panel vent ? And round air push pull upper air vent by balls should close ballvents right? I think flaper if one high and low is not sealing. Is their a gasket aroung flapper?
