i just started my car today after rebuilding the carb. Its a Holley 650 spreadbore vac. sec. single line. The noise is coming from the inside of the carb and i have no idea whats causing it.

It's a vacuum leak - you either have an external vacuum port that's open (not capped if unused, or a hose/line not connected), or you may have overlooked the little cork gaskets on the idle mixture screws or where the vacuum secondary diaphragm housing attaches to the main body.

Holley, will also whistle when the base plate is loose on the main body. These screws are bad to strip the threads. Heii coil makes the right repair kit.
