Is there some special tool or method to getting the small snap like ring around that holds the plate down on top of the horn ring?
I am installing a tilt wheel and having a hell of a time getting the small metal ring back into place due to the tension of the spring that sits below the horn ring. Any ideas would help. Thanks

Yes, there is a special tool. It screws
on to the end of the steering shaft and
compresses the lock plate. The tool is cheap
and can be had at any auto store. Ask for
a lock plate removal tool.

...and its not one of those tools you use only once and never use again. I've installed a tilt on my last three '69's and this tool and the one I use to remove the steering wheel are worth the few dollars that they cost .
