I have recently Frame Off Restored a 1969 Z-28 to Original Specifications. I am utilizing the original Distributor with New Points, Condensor, Cap and Rotor as well as New Fuel Pump. The Car now has about 1000 miles on the Rebuild and I figured it was time to see how it would run, But to my surprise it will not pull beyond 5000 RPM.
I tried two different Carbs, Fuel Pumps and New points and Condensor as well as retiming the car several times (14 degrees advance and 38 degrees full advance) Dwell is good and I tested the Distributor with a Vacuum Gun to verify that it is advancing at about 7 - 15 lbs of vacuum. I'm out of Ideas!

Look for poor air flow,
either through the carb or exhaust,
Could be valve timing, or improper camshaft.

was the motor rebuilt as well, or is it utilizing some stock parts. i.e. valvesprings? weak valvesprings or impromper adjustment can cause this. when it quits making power do the valves start to "float"? otherwise i would think along the same lines as the above post, as long as all your ignition parts are good as you say. good luck

Make sure that you don't have cheap points in it! Breaker points rely on a spring to close them between plug firings. Some of the cheaper ones will float at higher RPM just like valve springs will let the valves float.

Remember, mom's Caprice probably never saw 5 grand in it's life!! If that's what your points were designed for then your Z won't do 5K either.

If you want to try a electronic (pointless) distributor I'll trade you the Mallory I run on my 302. (If yours is correct for your car).
How does the engine run / sound at lower RPMs? What exactly happens at the 5K point?
As I'm sure you know, that engine should just be comm'n on at that point!

How about valve adjustment? From there how was the cam installed? The other thing that comes to mind is fuel delivery.

I've had regular name brand points bounce at 5200. Is there any chance that the mice have nested in the muffler. It does happen.

It's the spring on your points I'll just about bet on that. Been there done that. Changed to HEI and got rid of it good.

Had a similar problem on Kent's 69 396. It would stop flat at 4500. Changed out everything; coil, points, etc. Even put a Petronix ignition in to replace the points. Finally put a higher voltage coil in (Flamethrower). Problem solved. Pulls hard to 5500 (will go higher)
About drove us nuts figuring it out.

Accell sells a 32 oz point set. Works for me up to 7K rpm.

Use a ounce spring scale and pull, look for 19-21 ounces of pull.
